OREANDA-NEWS. December 20, 2011. Only under proper financing, the Ministry of Emergencies will have a capability in time to complete creation of system of the emergency help to the population under a single telephone number 112 in the cities that will host Euro 2012, and throughout the Ukraine – till the end of 2013. The President of Ukraine Viktor Yanukovych has been informed about it in a letter from the Minister of Emergencies Viktor Baloga.

As stated in the document, the MOE has completed a final settlement value of implementing System 112. In general, for the implementation of such measures, it should be 650 million UAH.
However, until now, the issue of financing the implementation of system 112 still not fully resolved. In the draft Law of Ukraine "On State Budget for 2012", for the MOE, funding for these purposes does not provide.

Simultaneously, to the implementation of 112 System by the State Budget within the State target program of preparation and holding in Ukraine of finals of the European Championship of 2012 on football, it is provided to allocate 452 million UAH for the Ukreuroinfproekt.

The Minister notes that if the reassignment of the funds for the Ministry of Emergencies allocated in 2012 to the Ukreuroinfproekt, the need for additional funding will amount to 198 million UAH.

In order to expedite the project as a result of negotiations with the Trade and Development Agency of the U.S. Government (USAID) through received grant funds, the MOE has received the working version of a feasibility study on establishing the System 112 in Ukraine.

The technical specifications were developed by Winbourne Consulting LLS (USA). As a result of collaboration with companies - world leaders in creating systems of emergency for public, the MOE has signed an agreement of intent on building System 112 in Ukraine with Siemens, Ericsson and Frequentis.

At financing of creation of System 112 at the expense of alternative sources, including funds of investors, which could be accumulated in a special fund of creation and development of the System 112, relevant work would be completed no earlier than 2015 - it is told in the letter.
