OREANDA-NEWS. December 22, 2011. Alexey Mikhalev, "Perm Engine Company" CEO took part in the meeting of Perm region government with Michael Antonov, the Executive chairman of the government, and Kseniya Novikova, Minister of Industry, Innovation and Science. During the meeting a cooperation agreement was ratified between OJSC "MC United Engine Building Corporation" and Perm region.

This ratification summed up the results of great cooperative preparatory work, which had been done in previous months by OJSC MC "UEC", enterprises of Perm motor-building site and Perm region government. The decision to sign such an agreement was made in August, 2011 during International Aerospace Salon "MAKS" in Zhukovsky. The ultimate purpose of the agreement as it is viewed by authorities and corporation representatives, is improving the quality of life, life of "PMZ" employees, and life of Perm region citizens, as a whole, which can be achieved by developing the manufacturing process, implementation of innovation technologies and mastering new types of production. Successful realization of these great tasks is possible only upon condition of strong partnership of governmental authorities and enterprises, their mutual engagement in cooperative projects performance.    

Alexey Mikhalev, the head of the enterprise - a serial manufacturer of gas turbine engines, which, together with a major developer of this kind of production - OJSC "AviaDvigatel", represents United Engine Building Corporation in Perm region, delivered a report of measures, being taken at the company today and of strategies of its development for the future decade. Speaking about the staff policy of "PMZ" Alexey Mikhalev underlined: "Our main value has always been, and remains - our employees - they are our most important strategic resource". Today we are actively investing in human capital assets, realizing programs of professional advancement and systematically increasing wages. In particular, the salary of OJSC "PMZ" employees has increased by 15% in 2011, exceeding the average level of salary in Perm. 

OJSC "PMZ"CEO spoke also of some key performance indicators of the enterprise in 2011. Thus, during the year under the framework of aviation part of the production program realization the company has completed the order of Department of Presidential Affairs of Russian Federation to produce engines PS-90A for SLO (Special crew-planning department) "Rossiya". The enterprise has manufactured and shipped the second package of PS-90A engines for certifying Tu-204SM aircrafts. The aircrafts Il-76DT-90VD, belonging to "Volga-Dnieper" airline and Il-96-400T of "Polet" airline were also furnished by "PMZ" engines. The delivery of special PS-90A engines for completing one more IL-96-400T aircraft under the order of United Aircraft Corporation has also been accomplished. 

In October, 2011 Perm Engine Company was the first among other enterprises of United Engine Building Corporation to handle State Defense Procurement of repair and follow-up revision of D-30 engines. 

The company closely cooperates with the customers in respect of engine operation and maintenance. In October there was a traditional conference with the PS-90A engine operators.    Activities, run by OJSC "PMZ" to raise the effectiveness of repair procedures due to which the time of repair would be decreased from 242 to 120 days in 2012 (and in respect of "leader" engines it has already been decreased to 109 days in a current year) were highly estimated by the airlines.  In November, 2011 Perm Engine Company got the license of Federal Air Transport Agency (Rosaviatsiya) allowing the in-service replacement of high-pressure turbine modules of PS-90A engine. 

Realizing the program of ground equipment production the company also made remarkable progress. In July Perm motor-builders solemnly delivered its 600th gas turbine plant to the customer. The total operating time of Perm GTUs with the power of 2.5 MW is more than 3 million hours. In December the overhaul life of GTU-16P, operated at the compressor station "Purovskay-2" (LLC "Gasprom transgas Yugorsk") has exceeded 40 thousand hours. 

During 2011, Perm motor-builders 2011 have accomplished its first planned deliveries of gas turbine plants to the main pipeline "Nord Stream". Also the delivery of GTUs has completed the procurement of "Bovanenkovo-Ukhta" and   "The Tyumen region north areas - Torzhok" pipelines.

Holding his speech Alexey Mikhalev emphasized that the future of the company had definite objectives. In July the development program "Strategy-2020" was presented. It assumes realization of 5 large-scale projects within 9 forthcoming years. They are: "Production of turbine blades", "Production of combustion chambers and casings", "Production of turbine rotors and compressors", "Development of repair production" and "Building of assembly and test complex". 

The implementation of the projects is necessary to achieve the enterprise strategic goals - the mastering of new types of production - aircraft engine of the 5th generation PD-14, gas turbine plants based on it, and the production of a modified version of PS-90A2 engine. Due to these activities the profit of the company is expected to exceed 30 billions rubles in 2020. 

One more important project, developed in Perm Engine Company in 2011, is "Technopark-PM" program. Setting about "Technopark" project "PMZ" management was aimed at optimizing excessive production facilities, and not by selling them off or liquidating, but by attracting  small and medium enterprises to industrial cooperation, accommodation and generation of new business entities within advantageous conditions of on-site industrial park and providing guaranteed orders for production of "Technopark-PM" residents. 

According to the project the park will be accommodated at the part of south area of "PMZ" production site. There will be more than 15 office, laboratory, production and storage facilities there, having all the utility lines and power capacities. To realize the project Perm Engine Company is considering Perm region administration to be the most reliable partner, helping to establish preferential tax treatment for "Technopark-PM" residents. 

Commenting on Agreement, Alexey Mihkalev, "Perm Engine Company" CEO specified the company expectations in relation to the partnership with Perm region administration: 

"The top management and all the employees of Perm Engine Company are ready to do their best to increase the volume of the production, reinforce the development of the manufacturing process, infrastructure and associated premises, create additional jobs, and enlarge assignments to Perm region budget.  

In our turn, we would like Perm region government to represent us and defend our interests in the face of federal authorities in relation to participation in Federal Targeted programs; stimulation of development projects of the enterprise through tax and tariff mechanisms; assistance in cooperation with banks and credit organizations in terms of fundraising with the special rates.  We are interested in close relations with the region authorities in respect of professional training and re-training programs, and also in connection to realization of consolidated social projects, such as provision of housing to young specialists by compensating for real estate loan rates. 

I am sure this Agreement will become a solid base for successful pursuing of the mutual goals of the enterprises of United Engine Building Corporation and Perm region".
