OREANDA-NEWS. December 22, 2011. Director General of ROSATOM Sergey Kirienko and First Deputy Secretary of Energy Daniel Poneman have signed the Administrative Arrangements to the Russia-U.S. Intergovernmental Agreement Concerning the Cooperation in the Peaceful Use of Atomic Energy which had come into effect in January 2011 (so-called 123 Agreement). The signing procedure was arranged for during a video conference between Moscow and Washington D.C.

The Administrative Arrangements are a document which regulates the interaction of the parties in the field circulation of nuclear materials, including that subject to the 123 Agreement, the procedures of their subsequent transfer, the procedure for accounting and reporting, physical protection of and control over such materials, as well as the information protection.

After the ceremony, Director General of ROSATOM Sergey Kirienko said that “the signing of the Administrative Arrangements is a necessary condition for practical implementation of the bilateral cooperation in a number of areas envisaged in the Russia-U.S. 123 Agreement.” Their signing puts in full force a long-term contract for uranium enrichment services concluded by Techsnabexport and the United States Enrichment Corporation Inc. in March 2011 and the Memorandum of Understanding concerning new projects also signed by Techsnabexport and USEC Inc.
