OREANDA-NEWS. December 26, 2011. On August 30, 2011, in accordance with current applicable laws and in order to ensure its smooth operation, Kyivstar applied for new licenses to provide mobile telephone services with the right to service and operate telecommunication networks and also to lease telecommunications channels (GSM 900 and GSM 1800 standards).

In October2011 the validity of two licenses for provision of mobile telephone services is terminated. To guarantee the consumer rights to receive services rendered by the company, Kyivstar has submitted all the necessary documents in a timely fashion to the NCCR in order to obtain new licenses.

Formerly, the existence of collisions and eventual multiple interpretations of certain provisions of the Ukraine’s legislation, regulating the telecommunications market, has become a reason for emergence of different points of view and a possibility of litigation between the regulator and market players on the basic issues of operation and regulation of the industry. Nevertheless, after a comprehensive discussion the regulator and the market leader have come to an agreement about mutual understanding how one should carry out market activities within the framework of this issue.

AndriiOsadchuk, Director of Regulatory and Legal Support, Kyivstar:

"As a market leader we have always assumed a responsible position with respect to all the industry participants, and always defended the clients’ interests. Therefore, in accordance with procedures established by the applicable law, Kyivstar will obtain new licenses to operate. After all, when a provision of law has multiple interpretations, it is important to understand that debates about interpretation of these provisions among market participants should not interfere with normal operation of the industry."
