OREANDA-NEWS. December 28, 2011.  Long standing partnership relations between the JSC “Techsnabexport” (TENEX) and United States Enrichment Corporation (USEC) that took shape during implementation of the HEU-LEU Program have been boosted. A long-term contract for deliveries of uranium enrichment services between TENEX and USEC entered into force on December 20, 2011. It followed signing by Sergei  Kiriyenko, Director of Rosatom State Corporation and Daniel B. Poneman, Deputy Secretary of Energy, of the Administrative Arrangements to the Russia-US intergovernmental Agreement on Cooperation in the field of peaceful use of atomic energy (123 Agreement).

Signing of this document was an essential condition for the Contract entering into force.

TENEX and USEC exchanged letters confirming the entry into force of the Contract signed on March 23, 2011. The deliveries under the Contract will  take place in the period from 2013 through 2022.

“We are satisfied that our long standing cooperation with USEC is having successful continuation – a new long-term contract creates a stable foundation for large-scale commercial exports of Russian uranium products to the USA upon expiry of HEU-LEU Program in 2013, - said Alexey Grigoriev, TENEX General Director. – Engaging Administrative Arrangements to 123 Agreement culminated extensive efforts aimed at its preparation by the State Corporation Rosatom with active participation of TENEX experts and US Department of Energy, - underlined Alexey Grigoriev.

Simultaneously with signing of the Administrative Arrangements to 123 Agreement  and entry into force of the long-term contract with USEC, a Memorandum of Understanding (MOU) between TENEX and USEC on construction in the USA of a uranium enriched facility based on Russian technology signed on January 12, 2010 entered into force. Under the MOU Russian and American specialists plan to start preliminary work on a broad scope of issues related to legal, economic and other aspects with the aim to prepare a conclusion on the feasibility of such project. Engaging relevant arrangements between the Governments of Russia and USA will be necessary for the practical implementation of the project.
