OREANDA-NEWS. February 21, 2012. The Head of FAS Department for Control over Industry and Defence Complex, Maksim Ovchinnikov, took part in an annual summit “CIS Metals” organized by the Adam Smith Institute, where he made a presentation “Approaches to Determination of Allowable Pricing Practices on the Markets with Restricted Competition”, reported the press-centre of FAS Russia.

Mr. Ovchinnikov outlined the main approaches towards determining allowable pricing practices and specified requirements to them.

“The main objective of the Antimonopoly Service on the issue in question is to develop approaches as to how determine allowable pricing practices that will be based on the market principles, ensure efficient market performance and high degree of adaptability of economic entities to changes in economic environment. Such approaches should be transparent and clear for market participants”, said the speaker.

The audience showed special interest to various approaches to determining allowable prices of the goods that are used by FAS Russia to establish whether dominant economic entities fixed monopolistically high prices.

Mr. Ovchinnikov defined market characteristics that the antimonopoly body must take into consideration choosing a particular approach for calculating allowable price and suggested that the issues raised in his presentation should be discussed by FAS Expert Council on Metal Industry.

The summit was attended by representatives of the authorities and the leading players of metallurgical industry.
