OREANDA-NEWS. February 24, 2012. The Office of the Federal Antimonopoly Service in the Ulyanovsk Region (Ulyanovsk OFAS Russia) received information that “City Heating Network” Ulyanovsk Municipal Unitary Enterprise paid a fine over one million Rubles. A company executive also paid a fine 20,000 Rubles, reported the press-centre of FAS Russia.

Earlier the antimonopoly body found that the enterprise violated Clause 10 Part 1 Article 10 of the Federal Law “On Protection of Competition”.

“City Heating Network” Ulyanovsk Municipal Unitary Enterprise violated pricing procedures charging the residents of one of houses in Ulyanovsk for hot water supply. The residents were forced to pay for heat losses in the pipelines of hot water supply system, which they should not be charged for.

“Actions of “City Heating Network” Ulyanovsk Municipal Unitary Enterprise took place in an especially important social sphere of hot water supply and heating for the general public. When charging for hot water supply, the payment should be requested for consumed resources in cubic meters and according to the approved tariffs. Also heat losses in the system of hot water supply must not be paid for. It is important that at one of the Commission meetings a managing company - “Alphacom-Tsentr” Ltd. - informed that “City Heating Network” Ulyanovsk Municipal Unitary Enterprise recalculated the accrued amount of payments for hot water supply in January 2009 – May 2011, based on the approved tariffs per cubic meter of hot water”, commented the Head of Ulyanovsk OFAS Russia, Gennady Spirichagov.
