OREANDA-NEWS. March 15, 2012. The innovative holding company M2M telematics, technological partner of the federal network operator "Navigation-Information Systems" (NIS GLONASS), has developed a system for distance control and supervision in the field of transport safety under the conduction of dangerous freights transport based on the GLONASS technologies. The Federal Transport Supervisory Service of the Transport Ministry of the Russian Federation (Rostransnadzor) became the customer of the transport safety system within the context of the Complex program for the provision of safety of the population in transport events program.

The main tasks of the integrated solution are: provision of safety for transport of dangerous freights and the increase in quality control in this field. Currently, more than 300 thousand units of automotive transport transporting dangerous freights are registered in the Russian Federation.

“Currently, the control of transport of dangerous freights is only carried out at stationary and mobile points of the technical supervisory board, as well as transport police checkpoints. This is of course not enough for the provision of uninterrupted and effective control of the compliance with the rules for the transport of dangerous freights", commented the director of the development of products and services department of M2M telematics, Vitaliy Poltoratskiy.

Moreover, during the development of FTSP GLONASS 2002-2010, M2M telematics, in collaboration with regional partners, companies Argus Servis (Kostroma), M2M telematics Ivanovo and M2M telematics Ryazan created three regional information service centers connected to an integrated system, providing control of compliance with the rules for the transportation of dangerous and special freights during regional and interregional transport. The centers provide control over dangerous/special freights transport within the region as well as the transmission of telematic data on the vehicles having left the territory of the controlled region to information service centers in neighboring regions.

Previously, dispatcher centers were created solely to the benefit of transport operators and logistics companies, but now, on their basis, controlling functions on both the federal (The Federal Transport Supervisory Service) and on the regional level (regional dispatch centers) will be carried out.

Thanks to the fully developed unique experience of the M2M telematics Group of Companies, one of the most current tasks in the area of construction of a multilevel system for control for the transport of dangerous freight has been solved for the first time. The use of GLONASS technologies will allow The Federal Transport Supervisory Service to execute maximum control functions for the transportation of dangerous freights. The responsibility between executive authorities will be distributed by territorial area: federal roads, regional roads and municipal roads.
