OREANDA-NEWS. March 16, 2012. UN has published research and rating of the world countries e-governments development level called "E-Government Survey 2012: E-Government for the People". This study evaluates the readiness and capabilities of state agencies in 193 countries to use ICT in the provision of public services. Countries are ranked on the basis of a weighted index where estimates are based on three main components: scale and quality of online services, level of ICT infrastructure development and human capital.

Russia climbed to the highest place in the ranking for nine years and holds 27th place, improving its position on 32 points. South Korea became a leader the second consecutive year. It is followed by the Netherlands, UK and Denmark. U.S. closes the top five.
