"A new law on scientific and technical activities should lay the foundation for true reform in this area," - head of the State Agency for Science, Innovation and Information of Ukraine Volodymyr Semynozhenko said opening a joint meeting of the Board of the State Agency for Science, Innovation and Information of sub-Working Group "Reforming Science" and the Public Council.

The participants have discussed the amendments to the Law of Ukraine "On Amendments to the Law on Scientific and Technological Activities."

Work on this bill lasts for almost ten year. During this time, the relationship of science and industry, science and society, science and government have changed very significantly. Thus, the bill needs serious revision. This was stressed by the head of the State Agency for Science, Innovation and Information of Ukraine. "The previous law on scientific and technical activity corresponds to the early 21st century, and we have already in 2012 year. Time has changed. After the last economic crisis science and new technologies are beginning to play a crucial role in the development of a modern economy", - he said.

Volodymyr Semynozhenko said that the new version of the law must be "synchronized" with the main provisions of the new draft Law of Ukraine "On Higher Education". In addition, it should give appropriate attention to public-private partnerships in science and technology and modern elements of innovation infrastructure, which is formed in Ukraine, and identify as a priority the withdrawal of Ukrainian science funding to the level of European standards by 2020 year.

According the head of the State Agency for Science, Innovation and Information of Ukraine, the science takes not only humanitarian and world-view functions, but also lays the foundation for major economic reforms. On the basis of this guidance we should modernize the law.
