OREANDA-NEWS. April 25, 2012. The leadership of the country has signed a number of decrees to eliminate off-bank cash payments for taxes, fees, duties, rent fees and others, minimize cash settlements in economic subjects, maintain collection of fines for administrative penalties and customs payments solely through banks and stimulate overall cashless payments in recent years, reported the press-centre of CBA.

President of the Republic of Azerbaijan signed a Decree on “Some Measures to Organize e-services of Public Institutions” with an eye to ensure modern and flexible management, increase transparency in activities of state structures and mitigate the cases, that lead to corruption, one of the vital objectives of which is to ensure real time e-payment of fees, duties and other payments for services.

The Central Bank has delivered a number of activities to fulfill the assignments and integrate public structures to the payment systems infrastructure.

Thus, on 8 August 2011 the internal information system of the Head State Road Police Office of the Ministry of Internal Affairs was integrated to the Centralized Information System on Mass Payments (CISMP), launched by the Central Bank, which enables drivers to easily pay fines for administrative penalties due to violation of traffic rules through utilization of modern payment mechanisms and broad service network.

The Government’s ePay Portal is being created to ensure collection of taxes, duties, fines and penalties and other budget payments through the wide infrastructure of the National Payment System throughout the country and a relevant process is successfully under way.

The first phase of the project ensured collection of payments of taxes and fees by 90 economic classification codes with participation of the Ministry of Taxes and the Ministry of Finance through The Government’s ePay Portal. Currently, data on taxpayers by the cities of Baku, Sumgayit and Ganja, as well as regions of Absheron and Khachmaz have been uploaded to the central database of the system.

Due to user-friendly capability, the system automatically identifies budget classification, budget level and budget entity codes, which are added to a payment transaction when receiving payments. Thus, receipt of payments simplified, the number of errors minimized and payment transactions are automatically processed in the internal information system of the General Treasury.

This opportunity allows taxpayers, registered in the above regions, to make payments in 40 banks and 1200 payment points of Azerpost LLC, as well as on the web-site of the CISMP (www.apus.az), as well as in Internet Tax Office of the Ministry of Taxes via payment cards.

Internal information systems of the Ministry of Internal Affairs, The State Customs Committee, The State Social Protection Fund and other state structures will be integrated to the Government’s sPay Portal on next phases.
