OREANDA-NEWS. April 27, 2012. Interregional and intraregional routes will be combined into a unified route network register in the form of a computer system and all technological processes with motor routes will be automated. This was discussed during the roundtable on the problems of illegal traffic in passenger vehicles led by vice Prime Minister - Minister of Infrastructure Borys Kolesnikov.

Currently there isn’t unified centralized register of bus routes in the organization of passenger transportation. Intraregional routes are coordinated by local governments, inter-regional - State Inspection of Ukraine on land transport security, so the interaction of the harmonization route network, bus timetable and accounting for the demand of passengers are missing. As a result - the intra-route considerably overlap inter-area route. In addition, there is no effective procedure for opening of new routes, and conditions for participation in tenders for the implementation of traffic on existing routes are complicated and nontransparent.

On behalf of Borys Kolesnikov the Ministry of Infrastructure of Ukraine integrate the existing inter-regional and intra-routes into a unified route network register: this register has been developed by State Inspection of Ukraine on land transport security as a computer system. This system provides full automation of technological processes of the routes, and consequently - the carrier will take an active part in shaping the route network.

For example, the carrier plans to open a route Kyiv-Kherson. When you enter "Kiev" and "Kherson" into a computer system the system will analyze the current network of routes and display its slice of the chosen direction - indicating those routes that compete with each other, and the proposal to open new ones. By simply clicking on the route that the system proposes to run, the carrier may apply for its opening.

Note that the previously carrier has not been able to see a "picture" of routes in general, and the opening of the route took a long time. According to the proposed innovation a route can be opened within three days, not three months, as it is happening now.

Thanks to the system a carrier is also able to subscribe to email notification of the availability of competition for routes - in line with modern European practice. After receiving a message via the Internet, the carrier simply enter in the register and fill out the appropriate form.

Such a system will be protected as possible - to eliminate the influence on the results of the organizers of the competition and a guaranteed win of a carrier. According to Borys Kolesnikov, the so-called "key" to the server data - as routes and submitted bids by carriers - must be unique. "Access to this data will only be possible in the presence of the organizer of the contest, and all carriers that have applied for, - vice Prime Minister said. - It eliminates the risk that a good guy will be a winner"

An important detail: the inspectors will not interfere with the carriers, because the registry will contain all the information on carriers and their vehicles. For example, if a vehicle of a carrier "A" performs the rout Kyiv-Odessa is on schedule and on this route the carrier has all the necessary permits - all this displayed in the system. And if there isn’t data in the database on this carrier - it means that he operates without legal rights.

The introduction of unified nationwide register of motor transport information will contribute to deregulation of the brunch and enhance its investment attractiveness and so on.
