OREANDA-NEWS.May 05, 2012. “The most widespread violation in electric power industry remains violating the antimonopoly law by network organizations in course of technological connection to electric power networks and transmitting electric power”, pointed out in his presentation at the national conference the Head of Department of the Federal Antimonopoly Service (FAS Russia) for Control over Electric Power Industry, Vitaly Korolyov, reported the press-centre of FAS Russia.

The Ministry of Energy of the Russian Federation held a National Conference “On the Results of 2011-2012 Heating Season for Electric Power Industry Participants and Objectives for Preparing to 2012-2013 Heating Season" with the heads of energy companies and headquarters for electric power supply safety in the constituent territories of the Russian Federation. On behalf of FAS Russia Vitaly Korolyov made a presentation “Important Issues of Antimonopoly Control on the Market of Electric Power”.

The Head of FAS Department for Control over Electric Power Industry discussed with the heads of energy companies and headquarters for electric power supply safety in the constituent territories of the Russian Federation the main questions related to changes in the electric power industry introduced by the “third antimonopoly package”. Vitaly Korolyov also drew attention to the situation in the field of technological connection to electric power networks.

According to the Head of FAS Department for Control over Electric Power Industry, “In 2011, 40% of the total number of violations of the Federal Law “On Protection of Competition” on the markets of electric power and heating energy were violations of the Rules for non-discriminatory access to networks (No.861 Decree of the Government of the Russian Federation of 27th December 2004) (in 2010 - 15%)”.

“FAS Russia carries out robust policy of combating violations in this field jointly with the Ministry of Energy and other interested bodies, in particular, under the framework of the Working Group for developing road maps to increase accessibility of electric power infrastructure, formed at the Strategic Initiatives Agency”, pointed out Vitaly Korolyov.
