OREANDA-NEWS. May 12, 2012. The State Committee for Land Resources of Ukraine (SCLR) in order to simplify essentially and crucial way to improve services for citizens takes a number of steps. In particular, already over half a year there has been operating "one stop" principle, electronic document management and electronic database, stressed by Chairman of State Committee for Land Resources of Ukraine Serhiy Tymchenko during a briefing at the Cabinet of Ministers of Ukraine.

Automating processes - is one more decisive step towards combating corruption. According to the SCLR Chairman, a corruption in our country is not to overcome forcibly; corruption can only be overcome by new technologies, and technological progress.

On the one hand, automation provides all processes of transparency - in electronic and scanned documents more difficult to change the data, because each login is being authorized.

On the other hand, automation reduces to a minimum of citizens’ communication with public officials and therefore there are minimizing cases of extortion, bribery, etc.

So, adopted in July last year the Law "On State Land Cadastre," which comes into effect from 2013, by radically way changes the situation in matters of land relations – as from next year all regional managements of the State Committee switch to the latest highly advanced software that will facilitate acceleration and completion of all processes automation, Serhiy Tymchenko says.

In addition, after coming into force of the law on a cadastre, there will come down to nothing being delayed issuing state certificates and other documents. Because this bill clearly establishes the terms of issue papers, and of their failure to be considered an administrative violation by officials and to be imposed a fine.

Without waiting for coming into force of the law on a cadastre, SCLR currently is productively working to improve and accelerate the registration processes.

SCLR walks up to date. Already, its experts develop both legal and technical mechanisms so that people have to pay for services and to get it via the Internet. This applies both to obtain various references and possible approval, as well as verification of technical documentation.

Switch to the online services in the future allows comfortably serving of citizens, unloading queues, reducing corruption component and speeding up many processes.
