With the change in the original stainless steel and special steel units, in future, Baosteel will transfer from business units based company management model to premium steel management focusing on production of carbon steel flat material and steel tubes. It will take into account capacity building and production capacity expansion, emphasizing on enhancing the company's overall competitiveness and striving to become the most competitive steel company and the  listed company with largest investment value, reported the press-centre of Baosteel.  

This is the information from the recently held Baosteel Co.,Ltd. 2013-2018 development plan preparation conference.

This indicates that Baosteel Co.,Ltd.'s new round of development plan preparation work officially starts. Baosteel Co.,Ltd. general manager Ma Guoqiang, deputy Party secretary Zhu Junsheng, deputy general manager Li Yongxiang, Jiang Licheng, Zhou Jianfeng and Wang Jing attend the meeting.

From 2010 to 2011, the steel industry has experienced limited growth and downfall after global financial crisis and "steel industry has come into the era of meager profit" has become the industry consensus.

In the complex and volatile market situation, Baosteel Co.,Ltd. steadfastly follows the established strategy and planning, advances the implementation of a series of major initiatives. The 2010-2015 plan is effectively implemented, overall planning objectives is achieved, the company's competitiveness is further enhanced and the company's socially respected image is further enhanced.

In accordance with "six year planning, three year progress" development planning principle, Baosteel Co.,Ltd. starts the 2013-2018 development plan preparation. Baosteel Co.,Ltd.'s new round planning strategic objective is building the most competitive steel company and listed company with the largest investment value. A significant feature of the new round of  planning is the transfer from the extension development with scale expansion as the main line to inner development focusing on competitiveness enhancement in existing bases, while taking into account the coordination with extended development of the new projects outside Shanghai. Products are mainly carbon steel flat material and steel tubes. Accordingly there will be adjustment and change in markets, users, marketing, management and so on. Multi-regional operation and coordinated development will be significantly enhanced. The plan will be implemented in two phases: for the first three years, mainly clarifying short-term objectives and initiatives, for the following three years, mainly clarifying medium-term strategy.

Ma Guoqiang raises specific requirements on the new round of development plan: the plan must meet Group Corporation's strategic positioning of Baosteel Co.,Ltd.The new round of planning must take after Baosteel's previous rounds of planning strategies and "market oriented", "user-centric" "quality difference " and " low-cost manufacturing " features. Based on the last round of planning execution, the planning preparation must combine both the specific present circumstances and Baosteel Co.,Ltd.'s situation. The planning preparation must co-ordinate among Baosteel Co.,Ltd. headquarter, Meishan  Steel and the Guangdong region.

It is necessary to pay attention to the inner development: enhancing the company's soft power by product structure adjustment, production line optimization, technology innovation and management innovation. It should also be concerned about the extended development and enhance the company's hard power through new project investment outside Shanghai. In the new round of planning, we should effectively implement "from steel to material, from manufacturing to service, from domestic to abroad" strategic development path and initiatives. We should be serious about planning process and planning objectives must be tested, evaluated, and be measurable. Leaders at all levels should attach great importance to the preparation of new round of planning and provide strong support for the smooth progress of planning.
