OREANDA-NEWS. May 25, 2012. PT Pertamina (Persero) is running various initiatives in an effort to comply with the 2012 quota of subsidized fuels, including tightening of subsidized fuel distribution and adding more fuel stations that provide non-subsidized fuel in more areas.

Marketing and Commercial Director of PT Pertamina (Persero) Hanung Budya Yuktyanta said that as the subsidized fuel distribution company, Pertamina is responsible and puts in best effort to distribute subsidized fuels according to quota stated in the State Budget 2012.

He added that queues by fuel consumers, particularly at fuel stations in Kalimantan, happened recently were caused by limit of subsidized fuel quote.

"We recognize that in some regions, the quota set is not sufficient because it is lower than the potential demand. However, Pertamina is responsible to obey the distribution quota set in the 2012 State Budget," he said.

For example, the potential demand for fuels in Kalimantan this year actually reaches about 3.5 million KL, which consists of 2 million KL Premium fuel, 1.2 million KL Solar diesel fuel, and 286,000 KL kerosene fuel. However, quotas set for Kalimantan region this year only amounts to 3,037,114 KL, which comprises 1,600,399 KL Premium gasoline fuel, 1,039,752 KL Solar diesel fuel, and 396 963 kerosene fuel.

"As of May 20, 2012, distribution of subsidized fuels in Kalimantan has exceeded the quota on average about 12%, where the premium distributed has exceeded 21% above the quota, and Solar 10.2% above the quota. However, compared with potential demand, the distribution is still on track. "

In order to keep the subsidized fuel distribution within quota, Pertamina continues to make various efforts, including the subsidized fuel control program in South Kalimantan and Central Kalimantan. Currently there are some 110 POS (point of sales) at the fuel stations in the area which will monitor and record the purchase of subsidized fuel in each vehicle.

"Installation of POS systems in the two provinces will complete by the end of May 2012," Hanung said.

POS is a system that will record all transactions at the fuel stations, record the identity of vehicles and customers, and record accurately the purchasing behavior in term of volume, time, fuel station location and reasonableness of the purchase.

In addition, Pertamina continues to boost the development of fuel stations that provide non-subsidized fuels in various regions. In Kalimantan, there are 15 Pertamina fuel stations that provide non-subsidized diesel fuel. Furthermore, starting from June 2012, Pertamina will introduce mobile fuel stations (SPBU Mobile) at plantation and mining areas in Sumatera and Kalimantan,

For phase I, as many as 25 SPBU Mobile will be operating in South Kalimantan and Central Kalimantan province.

"Currently there are four SPBU that only sell non-subsidized fuels at  Fuel Retail Marketing Region III area. More will be available in Bali and other big cities. Pertamina will also add more Pertamax nozzle to meet consumers' demand," he said.

Pertamina is ready to carry out government policy for regulating subsidized fuels. Pertamina has also prepared various infrastructure to support the policy, including preparing fuel depot, fuel tank trucks, and fuel stations since mid-2010.
