OREANDA-NEWS. June 25, 2012. As part of an involvement of a FAS delegation in meetings of the Competition Committee of the Organization for Economic Cooperation and Development (OECD) and its working groups in Paris, Deputy Head of FAS Russia Andrey Tsyganov presented a “Report of the Federal Antimonopoly Service on Competition Policy in 2011” at a session of OECD Competition Committee, reported the press-centre of FAS Russia. 

FAS’s Report describes the latest changes in competition law and enforcement, in particular, concerning modernization of the antimonopoly law and enforcement practice under the “third antimonopoly package”, FAS priorities and increasing transparency of the efforts of the Antimonopoly Service in 2011.

Andrey Tsyganov specially emphasized that the antimonopoly authority devoted considerable efforts to increasing quality and efficiency of its work. The achievements in this field are recognized, in particular, by awarding in 2011 a Certificate of International Accreditation Forum (IAF), a Certificate of an International Certification Network - IQNet and Conformity Certificate under GOST R Russian National System on the basis of development and introduction of ISO 9001:2008 international standard by the Central Office of FAS Russia.

“One of the FAS’s priorities in 2011 was cooperation with the Organization for Economic Cooperation and Development (OECD) in the course of drafting a Section on Competition Policy and Law”, pointed out Andrey Tsyganov.

“In 2011 FAS paid increasingly more attention to developing regulatory framework, which makes possible cooperation with foreign competition authorities for investigating violations of the antimonopoly law with cross-border effects. In particular, FAS signed cooperation agreements with the Directorate-General for Competition of the European Commission, Austrian Federal Competition Authority, and Spanish National Competition Commission. FAS also continued strengthening cooperation with the antimonopoly bodies of the CIS member-states, and competition authorities of the EC and the USA, particularly, in course of investigating specific cases of violating the antimonopoly law”.
