OREANDA-NEWS.  July 13, 2012. The work to improve the procedure of reduced-price mortgages occurred on the appeals of all participants of the process - citizens, developers and banks. It was stressed by the participants of a telephonic meeting with the regions of the country, under the chairmanship of the Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, Anatoliy Blyznyuk, held on July 10 in the House of Government.

According to the Minister for Regional Development, Construction, Housing and Communal Services, order to provide cheaper loans for citizens greatly simplified by last changes. A citizen has to pay monthly only 3% of the loan and the principal, and jointly the state make its share of the payment (compensation of 13%). The first installment, which is fixed at 25%, at the request of a citizen may be increased or decreased in the presence of additional collateral. It has been increased regulatory area, which is subject to compensation, as well as the share of the monthly payment on a loan from 40 to 50 percent in the structure of the total family income of the borrower.

"There is a possibility to attract additional guarantors to the borrower - is it your suggestion in Donetsk. The Government adjusted terms of "Affordable Housing" according to citizens’ appeals" - the Minister said.

In addition, according to the Minister's convictions, positive achievements made in some regions should be distributed. As an example it is an instant calculation of all parameters of the program of the potential borrower.

"People had several comments, including a key - a guarantee of compensation. And the Verkhovna Rada adopted on second reading the law, which recorded this liability. The Ministry of Regional Development, Construction, Housing and Communal Services has fulfilled its promise, the relevant article is protected and people should be explained. Issues of collateral that have been problematic for the banks, also have been resolved" - said the Deputy Chairman of the Savings Bank JSC Anton Tyutyun.
