OREANDA-NEWS. July 23, 2012. Modernization of the antimonopoly law and enforcement has already generated several macro-economic effects, reported the press-centre of FAS Russia.

“Under FAS influence, situations in some sectors of Russian economy started to change, for instance, on the markets of oil products, metallurgical market, in the field of trade, and on other markets”, stated the Head of the Federal Antimonopoly Service (FAS Russia) Igor Artemyev, speaking to representatives of the authorities and business community in Gorno-Altaisk on 18th July 2012.

Igor Artemyev informed the audience about state procurement reform in Russia.

“No.94 Federal Law is a mirror of Russian economy that shows all shortcomings of the established economic system”, explained the Head of FAS. The Head of the Russian antimonopoly authority believes that logically next step should be to make procurement of holders of natural monopolies and state-run companies transparent and ensure public control over them.

The Head of FAS paid special attention to the issues of reforming the system of state property sales, creating and developing www.torgi.gov.ru web-site, which by analogy with www.zakupki.gov.ru ensures openness and transparency of information on competitive bidding for selling state property.

In particular, Igor Artemyev discussed the problems of enforcing No. 223 Law on procurement for holders of natural monopolies and state-run companies, and objectives of the antimonopoly authority in this field. “Increasing transparency in the field of state procurement by natural monopolies and state-run procurement would positively affect development of small and medium business and development competition in Russia in general”, believes Igor Artemyev.
