The conference was chaired by Mr. Cui Jian.

TISCO chairman Mr. Li Xiaobo gave a welcome speech in the conference. At the beginning he extended his welcome on behalf of TISCO to the guests. Li Xiaobo said, 60 years ago, the curtain of production history of stainless steel in China was risen by the first heat of stainless steel. For 60 years, stainless steel industry of China had undergone the span from zero to prosperity and from small scale to big scale. At present, we were experiencing a transformation from big scale to a giant. We had the reason to feel proud of and celebrate for the achievement we had achieved. TISCO was a participant from the very beginning to ever of the development of China’s stainless steel. In 1952, the first heat of stainless steel was made in TISCO; now, our annual production of stainless steel was above 3 million tons. The development of SS in TISCO was the result of painstaking effort of several generations of TISCO staff, the support and assistance of our Party, governments of each level, related associations, brother companies, and our customers. TISCO were grateful for that. He also especially thanked the respected leaders and experienced experts who had given TISCO great support for years.

Li Xiaobo said, 60-year was just a circle in Chinese culture. TISCO was willing to mark today as a new starting point, hand in hand with peers in steel industry, to make more contribution to the healthy and sustainable stainless steel industry in China and in the world. It was sincerely hoped that people give their suggestions or opinions to promote TISCO’s development and to create a better future for China stainless steel industry.

The report named as “Create a Better Future for China Stainless Steel” from Mr. Chai Zhiyong, the deputy chairman of CSSC and vice president of Shanxi Taigang Stainless Steel Co., Ltd (STSS), was listened during the conference. In the report, he mentioned, with the successful tapping of first heat of stainless steel in China, the new chapter for the industrialization production of stainless steel was opened. For 60 year, stainless steel, a “magic metal”, had undergone a magic development in China. At present, China had been the biggest stainless steel producer and consumer, and formed a complete industry system.

The report made an extractive summary to the 60-year history of stainless steel production in China. The first 30 years was summarized as a period of preparation, and the last 30 years a period of leap. In the first half, we made preparation in terms of human resource, advanced technology, the manufacturing level, the strength of research and development; and in the second half, China had set its position as a great stainless steel producer: at the beginning of 1980s’, Chinese stainless steel consumption was greatly increased; at the end of 1990s’, China became the worldwide biggest importer of stainless steel; after the “ninth-five”, the government issued some favorable policies, set a development layout of “Bao Steel in south and TISCO in north”, promoted the formation of a diversified development structure consisting of state-owned companies, private companies and foreign invested companies; a golden ten years of China stainless steel was started since the beginning of this century --- consumption and production of stainless steel of China became worldwide No.1, China became a net stainless steel exportor, the average consumption per person of China was dramatically increased. At the same time, a batch of Chinese corporations, including TISCO, emerged as competitive stainless steel producers with up-to-date technology, advanced equipment, complete product variety and high grade quality. Our products owned quality of or even above international level. By using low cost nickle raw material, we found a new way for stainless steel making, which further strengthened our competitiveness.

The report stressed, the fast growth of stainless steel industry had come to an end. We were now entering a low-speed growing period. The tiny profit or even loss operation would continue for a long time. We had to prepare ourselves for a long and cold winter. More efforts had to be put on products upgrade driven by technical innovation, the strengthening of service oriented manufacturing capability, the increasing of industry chain competitiveness and a fast transformation from a big stainless steel producer to a strong stainless steel producer.

Shan Jiafu and other 47 individuls were granted by the conference the title of “Prominent Individul Contributor to the Development of Stainless Steel in China”. 6 individuls --- Shan Jiafu, Zhang Jimeng, Guo Jiaqi, Hu Debin, Li Yaowen and Fan Guangwei --- were granted this honor. On behalf of award accepters from TISCO, Zhang Jimeng gave an acceptance speech. He said, people of his generation had devoted themselves to and witnessed the development of stainless steel of TISCO; it was hoped that the young generation would succeed to the expansion and strengthening of stainless steel cause in China.

Three other titles, including “Prominent Unit Contributor to the Development of Stainless Steel in China” and “Prominent Enterprise Contributor to the Development of Stainless Steel in China” were awarded during the conference. TISCO was granted a title of “Prominent Enterprise Contributor to the Development of Stainless Steel in China”. 6 experts --- Lu Shiying, Zhang Baochen, Zhuang Yakun, Lin Qizeng, Wang Yide and Hu Yuting, were granted the title of “Prominent Expert Who Makes Great Contribution to the Development of Stainless Steel in China”.

Some elapsed people who used to make contribution to the cause of stainless steel in China were also mentioned with respect and appreciation.

Some government officers, industry experts and units who could not attend the conference due to work agenda also sent congratulations and greetings to the held of this conference and the cause of stainless steel in China.

At the end, Academician Xu Kuangdi extended a speech. He commented that the conference had drawn his memory to the old times. The past 60 years was a period full of difficulties and challenges. Steel industry was an indispensable factor for Chinese people to keep fate in our own hands and to construct a morden country. Although the stainless steel accounted for only a small portion in steel industry, it owned unmatched value. From “not a piece of iron in hand” to the biggest stainless steel producer, a lot of experts and technicans had made considerable contribution to the development of stainless steel in China. Therefore, it had great significance to grant awards to those people and units today.

Xu Kuangdi stated, due to the great progress of technology, the production of stainless steel boosted dramatically; however the blind competition in the market economy had caused the over capacity. An adjustment of resources was therefore needed. It was hoped that after the “cold winter”, some time-tested plant would blossom more beautiful flowers. Most steel enterprises had equipped with first class facilities, what they needed now was the first class management. He stressed, although stainless steel was now the crown of steel industry, it still had limitless development space, as well as considersable potential in terms of material application. He was very glad to see that besides the excellent state-owned enterprises, a big group of private corporations had emerged as strong stainless steel producers; and that a new generation in R&D of stainless steel had grown up enough to bear the responsibility. At last, he stated from the bottom of his heart that, the tomorrow of stainless steel in China would be better.

After the conference, the attendees had visits to the sinter plant, water treatment system, 2250mm hot rolling mill and cold rolling mill of TISCO.
