OREANDA-NEWS. September 04, 2012. Unveiling of the Bust Monument to Nikolay Konstantinovich Baybakov, Commissar (Minister) for the USSR oil industry took place in the Alley of Heroes in the Almetyevsk recreation park named after the 60th anniversary of Tatarstan's oil, reported the press-centre of TATNEFT.

The ceremony was attended by Shafagat Takhautdinov, General Director of TATNEFT, Marat Girfanov, Head of Executive Committee of the Almetyevsk Municipal District, Alexander Romashin, Chairman of the Economic Development Promotion Foundation n.a. N.K. Baybakov, Gumar Yarullin, Chairman of TATNEFT Trade Union Committee, heads of the structural divisions, veterans of the Company and others.

The Alley of Heroes, where the bust of N. K. Baybakov was set, had come into existence in the park named after the 60th anniversary of Tatarstan's oil in 2005. There are busts of Heroes of Socialist Labor and Full Cavaliers of the Order of Labor Glory, having glorified TATNEFT Company and the oil industry by their labor.

The personality of Nikolay Baybakov is well known to the oilmen of the Company and especially to the older generation people, as well as to all those involved in the domestic oil industry, to which development he had made an enormous and invaluable contribution. It was Baybakov who had taken the leading role in organizing the development of the largest oil and gas producing regions of the Volga and the Urals, including the fields of Tatarstan. He was just the one to pronounce the phrase: "The Tatar oil has been a sound basis for the entire economy of the Soviet Union for thirty five years". This was a tribute to the labor achievements of the oilmen of Tatarstan and particularly of TATNEFT.

Nikolay Baybakov used to frequently visit Almetyevsk and TATNEFT, including his visit in 1993, when he participated in the celebrations of the 50th anniversary since the beginning of the enormous Tatar oil reserves development.

Nikolay K. Baybakov was born in 1911 in Baku. In 1932, he graduated from the Azerbaijan Petroleum Institute with a mining engineering degree. He started working as an ordinary engineer at the oil fields growing to the trust manager position, and in 1938 he was appointed head of the "Vostokneftedobycha" Association in Kuibyshev.

In 1940 N. K. Baybakov was appointed Deputy Commissar, and in 1942, at the most difficult time period for the country, he was authorized by the State Committee of Defence of the USSR to provide fuel for the battlefields and the rear. From November 1944 to May 1955 Baybakov was Commissar for the Oil Industry.

Since 1955 N.K.Baybakov held high positions in the Government: Chairman of the State Committee of the Council of Ministers of the USSR for long-term planning of the national economy; Chairman of the State Committee for the oil industry in the State Planning Committee of the USSR (in the rank of Minister); Deputy Chairman of the Council of Ministers of the USSR and Chairman of the State Planning Committee. In 1986-1988 N.K. Baybakov was Advisor to the Cabinet of Ministers of the USSR. He is the only one of all the Chairmen of the USSR State Planning Committee, who used to head this economic headquarters of the country for more than 20 years.

Nikolay K. Baybakov is Hero of Socialist Labor, winner of the Lenin Prize, he was awarded six Orders of Lenin, two Orders of the Red Banner of Labor and medals of the USSR, as well as high government decorations of a number of foreign countries.
