OREANDA-NEWS.  September 11, 2012. The Federal Antimonopoly Service (FAS Russia) is inspecting “Trade.su” Ltd., “B2b Connect” Ltd., “Tender-Infrom” Ltd. and their regional offices, reported the press-centre of FAS Russia.

The group of companies positions itself as “the leading Russian consultant on electronic trading” and promises its clients to win no less than 70% of electronic auctions, in which a client is interested.

Offering to enter into a contract, managers of the above companies inform potential clients that:

- They represent “Goszakaz” company that has “the status of a federal operator of public procurement”; the group of companies enjoys “certain rights granted by the Ministry of Economic Development” and is formed under its “umbrella”;

- The company founder is Kirill V. Kuznetsov – “a draftsperson of No.94 Federal Law and an advisor to the President of the Russian Federation on electronic trading”; Mr. Kuznetsov also leads the “tender expert” group of “Trade.su” Ltd.;

- The company they represent has “public-sector roots” and operates “through the Federal Antimonopoly Service”;

- The company provides “technical support to five sites conducting electronic auctions”, dealing with “hundreds of auctions per day”, of which “from 250 to 600” are won;

“The information is incorrect. This is disinformation”, said the Head of FAS Cartel Department, Alexander Kinyov. “We are concerned that hundreds workers of the companies under inspection translate such information every day; each of them has a daily task– to call 30 clients. Accordingly, the heads of dozens thousands enterprises hear this information. Currently we continue the inspection. We are especially interested whether the inspected organizations fulfill obligations to their clients to win particular auctions and to what extent the mechanisms used by companies in question are legitimate”.
