OREANDA-NEWS. September 17, 2012. FAS representatives took part in the Round Table on compliance with competition conditions granting state preferences in Russia and the EC, reported the press-centre of FAS Russia.  

The Head of the FAS Department for Control over Financial Markets, Olga Sergeeva, discussed the measures undertaken to ensure equal access to budgetary funds under a preferential auto loan programme.

At the beginning of 2009, the Government of the Russian Federation approved the Rules for preferential auto loans that allow granting state support only to seven credit organizations. It reduced attractiveness of the credit products of majority of Russian banks and could have resulted in restricting competition on the auto loan market.

After the amendments drafted by the Antimonopoly Service were introduced, all banks that from 1st November 2009 to 1st December 2009 filed correctly prepared applications to the Ministry of Industry and Trade about their intention to receive subsidies were granted the right for subsidies. As a result, 94 banks announced their participation in the preferential auto loan programme.

Another striking example of FAS efforts is development of non-discriminatory proposals regarding the anti-crisis measures in the car industry.

In February 2009, to execute the anti-crisis measures, the Government of the Russian Federation drafted an order to stimulate procurement of vehicles made in the Russian Federation by the federal executive bodies. Preferences to economic entities – residents in any case restrict competition on the market, as residents obtain specific preferences in comparison with foreign producers.

“FAS developed transparent mechanisms for granting preferences, which ensured non-discriminatory access for all participants of the car industry”, pointed out the Head of the FAS Department for Control over Industry, Maksim Shevchenko.
