OREANDA-NEWS. September 20, 2012. Deputy Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Control over Fuel-and-Energy Complex, Olga Smirnova, took part in the III Annual National Conference “Russian Oil Products Market: Regulation, Competition, Pricing” , reported the press-centre of FAS Russia.

At the session on “The Role of the State and the Legislative Mechanisms of Regulating the Oil Products Market”, Olga Smirnova made a report about “FAS Efforts towards Legislative Improvement of Competitive Environment of the Oil Products Market”. She discussed measures towards advancing competitive relations in the modern conditions. Such measures include continuous monitoring on the markets of oil products and oil at all levels of the product distribution channel, exposing violations of the antimonopoly law at the federal and regional markets, as well as devising normative acts designed to develop competition.

Deputy Head of FAS Department pointed out: “The most significant aspect of developing competitive environment for the oil products markets is expanding supply to be adequate to the growing demand, as well as ensuring access to buying products and the uniform pricing principles for all counteragents. Enforcement of the provisions of FAS draft laws “On the Market Pricing for Oil and Oil Products in the Russian Federation” and “On Circulation of Oil and Oil Products” as well as executing quadripartite agreements by oil companies for implementing the investment programmes, aimed at modernizing oil refining capacities will enable to form market mechanisms of oil and oil products circulation on the domestic market”.
