OREANDA-NEWS. October 5, 2012. Moscow, 4 October 2012 – Sovcomflot announces changes to the structure of its technical management operation and new appointments, as part of the company’s ongoing strategic development plans.

Igor Tonkovidov, Executive Board member of OAO Sovcomflot and since 2009 the President of Novoship, is appointed Executive Vice President of OAO Sovcomflot and Technical Director of SCF Group. As Executive Vice President his responsibilities will include: technical policy and the development of innovation at SCF; the safety of navigation and also cooperation with companies within the shipbuilding industry. In his new role he will oversee the work of the newly established SCF Department for Technical Management Policy.

Yuri Tsvetkov, member of the Board of Directors of OAO Novoship, Vice President and Head of Internal Audit of Sovcomflot, is named President of Novoship - a subsidiary of SCF Group.

 These changes to SCF Group’s technical management operation have been made to support the Group’s strategy and to ensure the development of new service areas for offshore oil and gas projects on the continental shelf. They are designed to enhance the development of innovation at SCF, and to further improve the ongoing safe and efficient operations of the Group and the quality of its customer service. The changes include the implementation of a set of measures to assist the transition of all companies currently responsible for SCF Group’s technical management into a united technical operation for the fleet.

Igor Tonkovidov was born in 1964 in Khabarovsk. He graduated from the Odessa Institute of Marine Engineers with a degree in Mechanical Engineering. He obtained a Master's degree in Financial Management at the University of London (UK). During the early years of his career he worked aboard vessels of the Amur River Shipping Company and the Sakhalin Shipping Company. Since 1993 he has held management positions in OAO Sovcomflot, Unicom Management Services (Cyprus) Ltd. and was Head of JSC Volga-Baltic Shipping Company. Since 2009 he has been President of OAO Novoship and an Executive Board member of OAO Sovcomflot.

Yuri Tsvetkov was born in 1965 in Novgorod. He graduated from the Admiral Makarov State Maritime Academy with a degree in Navigation. He is also a graduate of the Russian Presidential Academy of National Economy and Public Administration gaining degrees in Economics, Management Economics and Public Finance. He later studied at the University of Durham (UK) Business School, as well as the Maastricht School of Management (The Netherlands). Yuri Tsvetkov started his career at the Baltic Shipping Company and Unicom as a Deck Officer and finished his seagoing career in these companies as a Second Mate. He then represented the interests of shipowners at German shipyards. From 1996 to 2008 he worked in the Accounts Chamber of the Russian Federation, where he was in charge of the transport industry, headed audit inspections at the Ministry of Transport of the Russian Federation, the Federal Agency of Sea and River Transport, and various companies and organisations related to sea and river transport, including shipping companies. In January 2008 he started work at OAO Sovcomflot as a Vice President, and was involved with the integration of Novoship and Sovcomflot. From July 2008 to October 2009 he was First Vice-President of JSC United Shipbuilding Corporation. He then returned to OAO Sovcomflot as a Vice President and Head of Internal Audit. From 2008 to 2011 Yuri Tsvetkov was Head of the audit committee at Novoship. Since 2011 he has been a Member of the Board of Directors of Novorossiysk Shipping Company, as well as the Chairman of the audit committee.
