OREANDA-NEWS. October 18, 2012. Kickoff ceremony of TISCO High-end Carbon Fiber project was held in the Transformation & Development Industrial Park of Yangqu, Taiyuan. It symbolized an important step of TISCO from iron & steel making to material making and from material processing orientation to processing material orientation. After its completion, a gap of hi-end carbon fiber of China will be filled in the way of growth by innovation, reported the press-centre of TISCO.
      
Presented the ceremony were Yin Hejun, Deputy Director of Chinese Academy of Sciences, Chen Chuanping, member of Shanxi Provincial CPC Standing Committee and Secretary of Taiyuan Municipal CPC Committee, Niu Renliang, Deputy Governor of Shanxi Province, Lian Yimin, Deputy Secretary of Taiyuan Municipal CPC Committee and Mayor of Taiyuan, Wang Jianshen, Deputy Mayor and those officials from Chinese Academy of Sciences, Shanxi Province, Taiyuan City and the departments or Yangqu County.
      
TISCO officials attended the ceremony were Li Xiaobo, Yang Haigui, Gao Xiangming, Liu Fuxing, Wang Xinping, Han Ruiping, Wang Jiguang, Chai Zhiyong, Han Zhentang, Wang Yide, Xie Li, Zhang Zhifang, Wang Baidong and Yang Guilong.

In the address made by Lu Chunxiang, Deputy Director of Institute of Coal Chemistry Chinese Academy of Sciences (ICCCAS), it was said the institute started its R & D of carbon fiber as early as 1960s and had a lot of experience. Thus the institute will pool its efforts with TISCO to upgrade the project into a world class base for carbon fiber R&D and production, through fine product orientation in all areas of technology, industry, cooperative mode and team R&D, towards early application of the T800 grade carbon fiber in the hi-end fields.
      
In Li Xiaobo, Chairman of TISCO’s speech, it was said that the Twelfth Five Year Plan is a period of important strategic opportunity for TISCO’s transformation and leapfrog development. In this end, to start from iron and steel business, and realize the expansion from iron & steel making to material making by taking its full advantages and from material processing orientation to processing material orientation towards a business layout of outstanding in main business and coordinated in all areas, is the strategic objection of TISCO for its transformation and upgrading. In answer to strategic development requirement of China for its emerging industry, to rely on technical innovation for new material business, is just a new sector of TISCO in the pipeline.

By combination of the two, ICCCAS and TISCO will fully play the strong points of each other in the closely constructed scientific and technological alliance of strategy and joint company, to this high end carbon fiber project and development of high end carbon fiber material. Hopefully, with the advantages of high starting point of science, strong leading force of innovation, obvious competitiveness of product and bright prospect of the market, the project managing office and the research team of ICCCAS will work closely and run scientifically for a quick evolution, fine outcome and early production, to fulfill its objective and make up for the gap of China in the high end carbon fiber area. And furthermore, the project is expected to become a demonstration model of development driven by innovation, and to do more contribution to aimed first class & emerging industry base and first class innovative base of Taiyuan, and the transformation and leapfrog development of the whole province
       
According to Wang Jiansheng, the cooperation between TISCO and ICCCAS will keep the grade T800 high end carbon fiber technique in Shanxi province and industrialize it in the Transformation & Development Industrial Park of Yangqu, thus in turn to pioneer the local emerging industrial and economic development of Taiyuan and Yuangqu. Same as before, Taiyuan municipal government will render more and better support to the new material production enterprises by expanding investment, fulfilling related preferential policies regarding new and high technology, exploring and constituting supportive policies in terms of The First Lot of application and demonstration of new materials.
      
Yin Hejun said in his speech that China was now in an important term of strategic opportunity of social and economical development, and scientific and technological innovation had to be relied on to change the mode of economic development, improve the quality benefit & competitive force of the conventional industries and foster emerging industry of strategy. Thus it is of great strategic meaning and demonstrative value for the jointly aimed high end carbon fiber project between TISCO and ICCCAS on the basis of their strong points, for the sake of pressing demand of aviation industry & high end manufacture industry, construction of trial production line of high end carbon fiber engineering, promotion of engineering application & industrialization of high end carbon fiber, upholding the swift development of carbon fiber new material, and utilize regional & economic development as well as industrial structure upgrading. It is highly expected that the two parties will fully exercise the advantages and produce qualified products asap by close cooperation and win-win operation, to realize the objective in the project blueprint.

As generally accepted in the world, carbon fiber is the key material for generation 2 composite material. Therefore the fiber is a kind of strategic material of grave importance in the national economy and daily life. With the best perspective in the new material arena in the world, it has both a wide range of market and extensive of field of high end application in aerospace, aviation, etc. In China, carbon fiber has been termed as a key area of 12th Five Year Plan for New Material Industry. For the project in particular, the phase 1 investment will be 600 MRMB. After its completion by Oct 2013, the production capacity will be 30 t per annum, including 25 t of T800 grade carbon fiber and 5 t of M55J graphite fiber, with the total annual output value of more than 200 MRMB and profit and tax of 20 MRMB. The phase 2 will invest 1.4 BRMB to build 500 t per annum carbon fiber line and high end carbon fiber composite material project. It is forecasted that the project will be completed by 2016. The output value will be 2.5 BRMB more and the annual profit and tax will exceed 500 MRMB. By the completion of the whole project, a full industrial chain of carbon fiber will be formed from basic material, composite material to product and structure member and resulted in a new material industrial base in Taiyuan with total production over 10 BRMB.
