OREANDA-NEWS. October 26, 2012. The Government has prepared a legislative foundation for stimulating job creation and improvement of the situation in the field of employment. The program is designed for the period until 2017. This was explained 24 by Head of the State for Regulatory Policy and Entrepreneurship Development Mykhailo Brodskyi at a press briefing at the Government House. The document is designed to provide a comprehensive approach in the implementation of employment policies and defines the main objectives in this area.

The program includes 10 major areas of work among them, in particular, to stimulate the creation of new jobs.

"Employer on newly created jobs will be compensated the amount of paid single social tax (average 41.2%). Compensation will be made within one year from the date of employment of such employee, provided that he will not be released over the next year after the payment of compensation. In the event of dismissal by the employer funds returned in full to the budget of the Fund"- said the Head of the State Service for regulatory policy and entrepreneurship development.

Also among the areas are:
- enhancement of rural employment;
- development of business initiatives population;
- strengthening motivation to legal employment;
- formation of a national qualifications framework;
- reforming the training system;
- enhancement of professional training and competitive workforce;
- increasing labour mobility and improving labour migration;
- promoting employment of socially vulnerable categories of the population, especially young people and people with disabilities;
- intensification of prevention and Prejudice mass release employees.

Under the program it were developed measures identified key performers and the timing of implementation.

"We would like legalize employed citizens. We want to encourage, teach and stimulate unemployed people" - Mykhailo Brodsky said.

Due to implementation of the program is expected that in 2017: the number of employed persons increased to 21.4 million, the employment rate will be 64.3%, reaching the average level in EU countries, the level of unemployment as defined by the International Labour Organisation decrease from 7.9 to 6.3 percent. Thus, according to the experts, youth unemployment will fall from 19% to 13%.

Thus implementation of the program would contribute to solving social problems and economic growth.
