OREANDA-NEWS. November 13, 2012. Almin Rabinovich, Chief Methodologist of the Audit Methodology and Quality Control Department, Energy Consulting, participated in the All-Russian Conference “Accounting and Taxation” held in Moscow, reported the press-centre of Energy Consulting. 

Almin Rabinovich in his speech "Property tax: legal concerns and challenges to the application of accounting laws" reviewed the current situation with respect to corporate property tax base which is calculated given the accounting data on the value of fixed assets.

Expert of Energy Consulting showed with specific references how could the application of accounting data impact on its updates, enactments of new IFRS-based federal standards in accounting for fixed assets and leasing. In particular, Almin Rabinovich proposed two scenarios for these standards to come into legal force: "Perhaps, these standards will be enacted as early as in 2012 or in the first quarter of 2013 resulting in some amendments in Clause 374 item 1 of the RF Tax Code with respect to "non-influence" of new accounting regulations on the established procedure of the property tax base calculations. Probably such amendments and supplements will not be made that could foster in most cases the tax base growth".

The author focused on the ways of solving some discrepancies in accounting for fixed assets that could impact on the tax base rate for the property tax.
