The ratings of the corresponding issues of Eurobonds are also confirmed at the same “Baa1” level. The prognosis under the ratings is “Stable”.

According to analysts of the Agency, such confirmation of TRANSNEFT JSC’s rating reflects its stable financial situation and “high probability of State support to the Company if any financial difficulties occur”.

The Agency believes that such high probability of State support is determined by significant influence of TRANSNEFT JSC to development of the economics of the Russian Federation, as TRANSNEFT is the key Company in provision for a market balance of the country. Also, a sufficient level of liquidity, a long-term profile of credit, and the Company’s stable business-model were marked by the Agency.

The “Baa1” rating refers to an investment category of credit ratings, and, provided its compliance to a sovereign rating of the Russian Federation, it occurs to be the maximum possible rating for Russian emitters.
