OREANDA-NEWS. November 20, 2012. This was briefed by Deputy Premier of Russia, Special Representative of the RF President on Transdniestria Dmitry Rogozin in Chisinau following a meeting with Premier of Moldova Vladimir Filat and the 13th sitting of Moldovan-Russian intergovernmental commission on economic cooperation he co-chaired.

According to him, terms of the packages make almost impossible solution of the mater of restructuring Moldova’s debt for the gas consumed as well as the matter of further provision of uninterrupted gas supply to Moldova. The postponement in implementing the second and the third packages to 2020 Moldova has been allowed does not resolve the problem of the Russian party because terms of the packages do not guarantee implementation of agreements Gazprom offers, Dmitry Rogozin said. Besides, the terms of the implementation of the packages may be revised by EU at any moment and the party of Moldova will have to obey them as far as the international law prevails over the national one.

According to Dmitry Rogozin, the party of Moldova holds the opposite opinion, which leads to the core conflict in the views. Representatives of Moldova and Russia agreed to continue the dialogue so that to find mutually acceptable solutions with help of specialist and lawyers, Dmitry Rogozin said. According to him, Russia would like to have a “clear stamped document”, legally valid and containing arrangements between Russia and Moldova on the second and the third energy packages. It should be reminded that Russia spoke for Moldova’s renouncing implementation of the second and the third energy packages which requirements to separate gas distribution and gas transition networks leave Gazprom, owing property in both sectors, no legal certainty for running business in the market of Moldova.

Earlier, on September, 12, Energy Minister of Russia Alexandr Novak briefed to journalists that Russia would bring the gas price for Moldova down if our country denounced the Protocol of the Entry to the EU Energy Cooperation Agreement and settled the debt for gas to RF at an amount of USD4.1 bln. In reply, authorities of Moldova pointed out commitment of the country to remain a member of the energy community but said that they would request the EU for postponing the terms Russia can not accept to 2020.

During this period Chisinau is going to restructure Moldovagaz 50% of which are held by Gazprom and to ensure protection to Russian investments mad in the gas sector of Moldova.
