OREANDA-NEWS. December 06, 2012. This was directed by Premier Vladimir Filat following his meeting with administrators and representatives of residents of FEZ of Moldova. The Premier called on bodies in charge to examine all proposals made at the meeting and scrutinize conditions of functioning of FEZ.

He also called on them to put forward their own proposals for encouraging residents of FEZ to create jobs and favourable environment for employees. The meeting was also taken part in by Minister of Finance Veaceslav Negruta, Director of the Customs Service Tudor Balitchi, Director of the State Fiscal Service Nicolae Vicol and representatives of the State Office group on attraction of investments.

Participants of the meeting gathered to discuss current problems in this field and find ways to solve them, including those legislative, so that to regulate functioning of free economic zones with clear rules. Representatives of 9 free economic zones of Moldova identified a number of facets they find impeding the effective work of FEZ residents.

The facets included as follows: ambiguous interpretation of law in respect of deductions of expenses and relieves provided by an employer; a necessity to simplify customs clearance procedures for commodities exported to and imported from FEZ; recognition of customs privileges after expiration of validly of contracts in free economic zones; withdrawals of equipment and electric devices from FEZ for repair; regulation of the evacuation of waster, etc. The participants considered these and other problems caused by gaps in the regulatory frameworks and put forward proposals to amend them.

Officials told representatives of free economic zones about measures taken to improve legal regulation of customs and fiscal activity of FEZ residents. Vladimir Filat pointed out a necessity to ensure a sound atmosphere of cooperation between authoritative bodies and economic agents. The government is interested in ensuring efficient collaboration with business representatives, he emphasized.
