OREANDA-NEWS. December 13, 2012. When interviewed by the Nash Krasnoyarsky Krai Newspaper, General Director of “Siberian Generating Company” Sergey Mironosetsky spoke of the measures taken by the Company for infrastructural support of the Krasnoyarsk Territory development.

- According to official forecasts, 3.5 mln sqm of residential spaces will be commissioned in Krasnoyarsk by the end of 2016. To maintain the construction industry growth tempo, one needs to accelerate the development pace of would-be residential neighbourhood’s utility services. S. Mironosetsky reminds that “Siberian Generating Company” has already implemented a series of investment projects providing new opportunities for development of Krasnoyarsk. In 2012, the first unit of Krasnoyarsk CHP-3 has been put into industrial operation which has enabled connection of some hundreds of apartment blocks in different districts of the city. In the course of implementation of the “Investment programme for development of facilities used in the sphere of Krasnoyarsk City heat supply for 2007–2012”, the power industry company created conditions for connection of new consumers through well-minded distribution of heat reserves. One has constructed and reconstructed pump plants, laid heating networks leading to the newly developed districts and increased the throughput capacity of the networks previously laid.

The programme implementation has provided technical conditions for developers to connect real estate facilities with a total area load of 350.5 Gcal/h to the heating networks of the power industry company. Over 100 residential houses, 14 kindergartens, 10 healthcare institutions as well as schools, sport facilities, industrial and commercial enterprises have already become connected. Thus, the territorial centre avails of a development backup for the nearest future. “However, the developers’ plans are ambitious and the issue of energy resource demand is still of relevance for Krasnoyarsk. We have tried to take this into account while elaborating our new investment programme for SGC enterprises development,” says S. Mironosetsky. Apart from new construction, the programme envisages re-distribution of the capacities available between the city districts. This is required for well-minded usage of the Krasnoyarsk CHPs’ thermal capacities.

“One should understand that funding for thermal power industry investment programmes comes from two sources: proprietary and borrowed funds. The power industry company’s proprietary funds, in their turn, are formed primarily at the expense of the tariffs for heat supply and connection to heating networks as established by the Regional Energy Commission of the Krasnoyarsk Territory. Without deliberate and balanced on the part of the regulator in the sphere concerned, the investment programme implementation will be rendered impossible,” notes CEO of “Siberian Generating Company”.

“Siberian Generating Company” (SGC) Group including JSC “Kuzbassenergo” (TGC-12) and JSC “Yenisei TGC (TGC-13)” is engaged in production and sales of electric and thermal energy, additionally providing for heat supply. The Group of Companies carries out its activities within the Kemerovo Region, the Altai and Krasnoyarsk Territories and the Republic of Khakassia. In the total generation volume of the Integrated Power System of Siberia SGC accounts for a portion amounting to approximately 20%. The main fuel is coal. The main end market is the Wholesale Electric Power Market. Currently, the Company is implementing a large-scale investment programme for construction of new facilities within the framework of power supply contracts, the programme cost exceeding 86.7 bln RUR.
