OREANDA-NEWS. December 19, 2012. Russian Telecom Equipment Company announced the completion of of building a joint command and control center (CCC) – Phase 1 ordered by the Federal Grid Company of Unified Energy System (FGS UES).  The CCC is designed to integrate operations of the FGS UES Sochi branch and the branch of Kubanenergo named "Sochi Electric Grids".  The results have been demonstrated to Oleg Budarin, Chairman of the Board, FGS UES, on November 30, 2012 in Sochi.  The presentation was carried out by Andrei Badalov, first deputy general director of RTEC, and by Nikolai Egorov, head of data security and special projects department, FGS UES. 

The joint command and control center will provide round-the-clock monitoring, as well as analysis of general and operational situation in the spheres of interest and responsibility of Southern Power Systems (daughter company of FGS UES) and Sochi Electric Grids (daughter company of Kubanenergo).  The CCC is built to provide information support to the management of Southern Power Systems (daughter company of FGS UES) and Kubanenergo to ensure fast and well-informed decision-making and to coordinate all available resources for the sake of security of electric power systems.

“Phase 1” included the construction of the CCC stand that consists of a set of tasks for the command and control center and the joint security control center (JSCC).  The stand will support operations of the JSCC and help to define functional requirements to the command and control center.  The CCC stand is located in the premises of Sochi Electric Grids in the city of Sochi.

The CCC hardware-software suite is designed to support managers' meetings at various levels and to facilitate operations of anti-crisis headquarters in case of disasters or emergencies.  When building the current CCC segment, the following features have been implemented:
visualization of data required for managers' meeting at various levels, as well as for anti-crisis headquarters in case of disasters or emergencies;
setting up and holding video conferences with video subscribers of OAO MRSK and FGS UES, as well as with officials at FGS UES substations in the Sochi energy area. 

The JSCC ensures access to data resources of the Regional management center (RMC) of the Southern Power Systems to monitor FGS UES objects in the North Caucasus Federal DIstrict and in the Sochi energy area.  Besides, the JSCC provides access to video information of the Substation Group Management Center (SGMC) built at Substation 220 kV Poselkovaya, from transformer substations and distribution points of FGS UES designed to supply power to Olympic and recreation objects at Krasnaya Polyana (mountain cluster of FGU UES objects).  Besides, the solution provides access to information of the integrated operational security monitoring complex (IOSMC) at the objects of Sochi Electric Grids (daughter company of Kubanenergo).

During the demonstration of the CCC capabilities the visitors saw intelligent video processing and decision-making support tools of security services.  Moreover, within the CCC it is planned to set up a full-scale decision-support tool to manage and control power supply at the Olympic Games.  The tool ordered by FGS UES is developed by RTEC.  The capabilities of the tool have also been demonstrated at the event.  “In fact, on the basis of the CCC we already have an operational Center that controls power supply in the entire Sochi region/ It is a key element of reliability and resilience of the Olympic power system”, said Andrei Badalov.

“Phase 2”will include full-scale deployment of the CCC, including its decision-support component, as well as the SCADA-EMS operational and technological management system.

The Federal Grid Company is one of the key customers of RTEC.  In 2010 RTEC launched a project to build a complex automated security system (KASS), command and control center (CCC), and mobile command and control center (MCCC) for the FGS UES objects.  KASS, CCC and MCCC were developed to enhance security of power objects, reduce contingency risks, and integrate security systems and management automation solutions.  The KASS, CCC and MCCC projects are implemented in the general framework of cooperation between State Corporation “Rostechnologii” and FGS UES in development, production and delivery of advanced high-tech equipment and systems for the Unified National Electric Grid (UNEG).
