OREANDA-NEWS. January 11, 2013. The finalization of the draft Law "On Internal Trade" should be accelerated - the Prime Minister of Ukraine Mykola Azarov said this at a meeting of the Cabinet.

"The finalization of the draft Law "On Internal Trade" should be accelerated and we need public support" - he said and asked the Minister of Economic Development and Trade to complete the job within a month. Mykola Azarov also said that he is going to discuss the principal provisions of the bill with the Council of Entrepreneurs under the Cabinet of Ministers. He asked to hold the meeting of the Council in the near future.

The Prime Minister stressed that developed by the Minister of Economic Development and Trade bill "On Internal Trade" is extremely important, because after the "Rules of the Soviet trade" there were any systematic legislation on domestic trade in Ukraine.

But because the bill was failed, it could not overcome the lobby and too long lain without consideration in the Parliament, the Government on December 12 of last year had withdrawn it. Now, according to Mykola Azarov we have to update and agreed this document.

"Why is this bill so important and principle for us? Because the obvious disparities prevailing in trade inhibit the development of the internal market and violate the rights and interests of buyers and producers, as well as retailers, especially representatives of small and medium enterprises", the Prime Minister said.

According to him, the existing conditions of the work of domestic market do not allow working the manufacturer rhythmically and with interest. For example, with respect to the affordability of credit recourses domestic manufacturer is in worse conditions than the importer. The Prime Minister said that the domestic producer haven’t incentives and assistance from trade, as it is in civilized countries, "Instead of this trading networks completely arbitrarily require from manufacturers such a "baksheesh" as a "fee for marketing services" for "promotional of purposes" - and actually for product only appear on the shelves of supermarkets. In turn, no retailers or buyers today have any real stranglehold on unscrupulous suppliers".

The Prime Minister is disturbing with the situation where administrators of markets behave as "princekin" and at their own discretion they demand "gain" for rent, maintenance of commercial sites, for some mythical extra services or other rewards, and small business owners and employees are kept powerless without contracts and labor agreements.

According to him, we can not tolerate the fact that shopping networks unreasonably establish trade allowances from 50 to 100%, based on excessive demand or even artificially create it.

"In the cities there is a struggle for land plots under supermarkets and shops, but shops in villages are being closed. There were any incentives for the development of modern commerce in the country side over the past years. "He noted that lack of competition leads to excessive appreciation in the village for social goods: "At low incomes in rural areas even 1 hryvnia for loaves, kilogram of cereals, sugar or oil - is palpable loss for people", said the Prime Minister.

"This is a big and important industry, which desperately needs transparent, predictable rules of operation. Only then it will attract the interest of system.
