OREANDA-NEWS. January 11, 2013. Law of Ukraine “On the State Land Cadastre” came in effect the norms of which included a number of historical advances into land relations.

By now specialists of the land management area taking into account best world practices have elaborated and successfully introduced a supermodern, completely automated and highly technological National cadastre system.

For the first time in the history of Ukraine all the land plots have been gathered in an electronic form into the public cadastre map with free access in an on-line regime.

Registration of land plots and property rights are distributed between the two departments. From now on the bodies of land resources register land plots in the cadastre, that is assign a unique cadastre number and open a land book.

Moreover, the mentioned authorities register restriction zones (water conservation zones, transmission lines, gas pipelines) and issue free extracts from the cadastre.

From January 1 Ukrainian State Registry has obtained functions of registration of property rights and constant use as well as lease contracts. Instead of state acts Ukrainian State Registry will issue Certificates for immovable property.

“I want to stress that owing to automation the citizens will pay less. The administrative services will become cheaper by almost 30%. A respective resolution of the Government will be published in the following days,” informed on January 9 the head of State Agency for Land Resources of Ukraine Serhiy Tymchenko during a briefing at the Cabinet of Ministers of Ukraine.

If before the citizens paid UAH 255 for full registration, from January 1 – only UAH 184 (UAH 65 for registration in the cadastre and 119 for registration of property right).

“From now on the registration will carry on several times faster which will help to liquidate queues, delays with considering documents and other inconveniences that were commonplace in the process of registration of land plots. And the most important is database of lands was created containing diverse information about land plots. Now we scan dozens millions of pages of different documents and maps with participation of over 1500 specialists additionally,” summed up the head of land authority.
