OREANDA-NEWS. January 21, 2013. A Vice Prime Minister of Ukraine Kostyantyn Gryshchenko on commission of the Prime Minister of Ukraine held a conference call dedicated to the issues of realization of the Law of Ukraine “On emergency medicine”.

The event gathered the First Deputy of the Administration of the President of Ukraine Iryna Akimova, a Vice Prime Minister of Ukraine Olexandr Vilkul, the Minister of Health Rayisa Bohatyryova, head of the State Agency for Investment and Management of National Projects Vladyslav Kaskiv, representatives of Finance Ministry, Defense Ministry, State Service of Special Communication and Informational Protection , heads of regional, Kyiv, Sevastopol municipal state administrations and leaders of the Council of Ministers of ARC (Autonomous Republic of Crimea). 

On opening the meeting Kostyantyn Gryshchenko stressed that to ensure realization of the main provisions of the Law “On emergency medicine” the Government of Ukraine fulfilled a huge activity along organizational issues and improvement of material-technical maintenance of a system of emergency medical service that would certainly contribute to saving and preserving of people’s lives.

“For the first time the employees of emergency medical service have obtained social guarantees envisaged by the legislation on emergency medicine. For the first time in our country new norms of arrival of ambulance brigades to the scene have been approved. As you know, in the cities it is 10 minutes, behind city boundaries – 20 minutes,” Kostyantyn Gryshchenko explained.

The Vice Prime Minister drew attention of the participants that rendering of high-quality, free emergency assistance was brought to the national level. “These are not simple norms, I must admit, but the Government has intentionally taken such a step and raised the bar so high. We need European quality standards of emergency medical assistance. For the first time this issue was raised to the national level – it is supervised personally by the President of Ukraine Viktor Yanukovych,” underlined Kostyantyn Gryshchenko.

In the course of talks problem questions of realization of the Law “On emergency medicine” were considered. Among the top issues Kostyantyn Gryshchenko singled out urgent ones. Among them: organization and registration of Centers of emergency medical aid and catastrophe medicine within regions, installment and maintenance of equipment aiming organization of operative-dispatcher service of the Centres with use of GPS-technologies, selecting of radio frequencies to ensure communication of the operative-dispatcher centers with emergency service stations (ESS) and ESS brigades.

Besides, the attendees expressed remarks concerning providing brigades with qualified personnel, medical equipment and medications, including drugs, potent medications and precursors which need special licenses.

“We - representatives of executive authorities together with local self-government bodies - must immediately intrude in the situation as it concerns people’s health and life, everyone of us. I will personally control this issue,” Kostyantyn Gryshchenko underlined.

On the outcomes of the selector meeting the Vice Prime Minister of Ukraine Kostyantyn Gryshchenko gave a commission to the Council of Ministers of ARC, regional, Kyiv, Sevastopol municipal state administrations to complete within nearest weeks creation and registration of centers of medical service and catastrophe medicine, to complete a procedure of transition property to the centers, allocate premises for operative-dispatcher services and hold repair works.
Moreover, Kostyantyn Gryshchenko commissioned to the State Service of Special Communication and Informational Protection within shortest terms to take measures in routing of calls on number 103 taking into account requirements of the Medical task approved by the Health Ministry. The Ministry of Health also received a commission to ensure execution of medical practice licenses for the created centers, to work out in cooperation with the Finance Ministry of Ukraine the issues of financing of top-priority needs to secure operation of the new centers.

Kostyantyn Gryshchenko emphasized the need to renew a park of ambulance cars.

In the end of the meeting the Vice Prime Minister noted: “I wish all concerned in this matter heads of state authorities were aware that rendering timely emergency assistance is not a desire for the future, not an ephemeral task but a real element of today. And its implementation is, first of all, an indicator of your effectiveness in the taken posts”.
