OREANDA-NEWS. The national government complimented the solution for automation of the work of multifunctional centres providing public and municipal services (MFC) developed by Armada (MICEX-RTS: ARMD).

January 18, 2013 Dmitry Medvedev, the Prime-Minister of the Russian Federation, visited Lefortovo Multifunctional Centre and tested the centre’s opportunities for provision of public and municipal services. The Prime-Minister also held a special meeting to discuss the use of such MFC for arranging the single-window mode of public and municipal services provision, as well as electronic collaboration between the public bodies in provision of such services.

At the meeting Dmitry Medvedev complemented the work of Lefortovo Multifunctional Centre. The Prime-Minister also underlined that such centres are built not so actively in the regions as in the Russian capital city. Medvedev suggested that the governors shall "take active intellectual and financial steps". By the end of 2015, not less than 90 % of the Russian citizens shall be able to enjoy the single-window system. The Prime-Minister said that the future of the Russian public bodies depends on the effectiveness of the country-wide implementation of the MFC project.

The multifunctional centre visited by Dmitry Medvedev and Sergey Sobyanin was opened 2 years ago. Nowadays, there are more than 50 centres operating in Moscow. These multifunctional centres provide the citizens with the access to more than 100 services, 68 of which are available electronically. The work on the automation of the services provided by the Moscow multifunctional centres is being carried out in collaboration with Armada.

In order to let the Moscow citizens benefit from the services of multifunctional centres in full, Armada specialists have developed and integrated a unique automated system for provision of public and municipal services and functions (AS PSF) that is a multipurpose tool for application processing. This system receives applications for all types of services. It allows data exchange between more than 600 public organizations that are providing services in Moscow. This system is used by operators of multifunctional centres and specialists of state bodies responsible for provision of public services. Currently, the AS PSF is operated by more than 8,000 users, including all the Moscow multifunctional centres. Moreover, Armada has developed and is technically supporting the new version of Moscow e-services portal www.pgu.mos.ru, at which Moscow citizens and organizations can apply for several dozens of different services.

Roman Kruglyakov, General Director of Armada JSC , said that the project implemented by Armada in Moscow is a unique and one of the largest at the Russian IT market. "The capital city is a pioneer in terms of provision of public and municipal services; it sets most ambitious goals not only in the IT area, but also in significant improvement of public servicing technologies. Regarding the scope of works and the volume of the city infrastructure, implementation of such goals in the capital city is much more complicated and interesting."
