OREANDA-NEWS. February 15, 2013. Premier Mykola Azarov forecasts that every following year the number of legal workplaces in IT-branch will rise by 35-40%, while the speed of growth of the area will reach 40-45%. This was aired by him during a session of the Cabinet of Ministers of Ukraine.

Mykola Azarov emphasized the Government pays significant attention to this branch on gradual basis. He reminded that around a year ago there were elaborated and adopted laws on state support of the development of software industry and on peculiarities of taxation of subjects of the mentioned industry.

According to him, exemption from value added tax and introduction of 5-percent income tax enabled our IT-companies to preserve their positions on the world software market. “However, it is not enough to defend its positions, competitive impetus is necessary here,” the head of Government emphasized.

The Prime Minister informed that the Government in synergy with a group of MP, who actively took up search of stimuli for the branch, found such an opportunity especially for the IT-industry in lowering rates of income taxation of physical persons and social fees. A new bill “On making changes to the Tax Code of Ukraine with regards to peculiarities of taxation of subjects of software production” was registered in the Verkhovna Rada.

Mykola Azarov stressed that IT business is basing, first and foremost, on intellectual resource. Salary is the principal article of expenses: “That’s why loading of social fees just for this branch is excessive and it forces us to seek schemes of optimization of taxation. Thereby, the budget and Pension Fund do not receive a fair share from work of this branch”.

The head of Government urged, after lowering of tax load IT-companies will deny from use of “grey” schemes, it will give them a chance to create new “legal” workplaces and to more actively draw qualified investments.

“The branch will be capable to fulfill large-scale international projects “turnkey” but not to work on a row for the world software giants. Every following year the number of workplaces will increase by 35-40%, while the speed of growth of the branch will reach 40-45%,” Mykola Azarov explained.
