OREANDA-NEWS. February 19, 2013. “The efforts towards improving the main law regulating energy saving and increasing energy efficiency must go on”, stated Deputy Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Control over Electric Power Industry, Elena Tsyshevskaya, speaking at the Round Table on “Regulatory Support of the National Policy of Energy Saving and Increasing Energy Efficiency”, reported the press-centre of FAS Russia. 

The Round Table was organized by the Energy Industry Committee of the State Duma of the Russian Federation and involved members of the State Duma, representatives of the authorities, self-regulated organizations in the field of energy inspection, energy-service companies and the Russian Union of Industrialists and Entrepreneurs.

Participants discussed the prospects of developing the natonal policy of energy saving and increasing energy efficiency. The issues of sector regulation and introducing amendments to the current legislation generated special interest. It will enable transparency of financing energy-saving measures subsidized from the budgets of all levels and to enhance attractiveness of energy-service agreements.

Significant attention was paid to the state of the market of energy inspection energy services, and operations of self-regulated organizations.

“One of the main causes of the emerging problems is absence of a robust legislative framework regulating energy saving and increasing energy efficiency as well as administrative barriers for entry to the relevant market”, pointed out Elena Tsyshevskaya.
