OREANDA-NEWS. February 21, 2013. The Federal Antimonopoly Service (FAS Russia) fully supports the initiatives and proposals of the Ministry of Communications to ensure affordability of communications services for the population of the entire Russia and to increase billing transparency. FAS pays special attention to the issue of abolishing “roaming within Russia”, reported the press-centre of FAS Russia.  

According to FAS, consumer situation must not deteriorate in terms of provision of information regarding the service price as well as the price level.

FAS supports a proposal of the Ministry of Communications regarding the state-by-stage resolving of the issues of “roaming within Russia”:

- A subscriber must be given the right to call at a place of stay at the rates of the region.

- The payment for the international component of the calls outside a place of stay must be made by a subscriber travelling outside the boundaries of one’s “domestic” region.

Therefore it is necessary to create relevant technological and economic conditions by changing the statutory regulation on organization of communications networks.

The questions of optimizing communications networks and enhancing efficiency of their interaction, particularly, in order to create preconditions for reducing the costs of communications services and increase their quality, must also be considered under the concept of organizing inter-operator cooperation. Devising the concept is determinate by the action plan (the “Road Map”) for “Developing Competition and Improving the Antimonopoly Policy”, approved by No.2579 r Decree of the Government of the Russian Federation of 28th December 2012.
