OREANDA-NEWS. February 25, 2013. Town-planning policy in the framework of the Program of reform of Ukraine's President Viktor Yanukovych already gives tangible results in the development of construction industry. Owning to a new regulatory approval system in the construction industry, which is implemented by the Government through the Ministry of Regional Development, Construction, Housing and Communal Services was made a significant step towards the establishment of modern standards for developers of permits. This was announced by vice Prime Minister Oleksandr Vilkul at a meeting of resulting board of the Ministry of Regional Development, Construction and Housing and Communal Services.

One of the key issues, which for decades held back the development of the construction industry, was bureaucracy of the permitting system. In 2010, Ukrainian President Viktor Yanukovych has put the task to the Government to simplify the licensing procedures to change the situation. Therefore, a simplified town-planning regulatory approval system was introduced in March 2011. And in 2012 due to this we had significant results - the number of construction projects in comparison with 2010, when the old system operated, has grown by 2.5 times. The new licensing system is based on the declarative principle, when the developer to begin construction only fill a declaration and sends it to the appropriate regulatory authorities.

In total according to the State Architectural and Construction Inspection last year in Ukraine construction of 109.427 objects began, of which 48.780 – reportedly, 59.534 - on a declarative basis and only 1113 - for permission to start construction of the higher (4-th and 5-th) levels of difficulty.

Also in Ukraine the rate of commissioning into completion of object construction is growing rapidly.

Minister of Regional Development, Construction, Housing and Communal Services Gennady Temnyk noted that an important role in the new licensing system played "building amnesty", which provides the simplified systems of commissioning of illegally constructed single-family houses and objects of I-II levels of difficulty.
