OREANDA-NEWS. March 12, 2013. The OECD Competition Committee held a special meeting in Paris (France), where the Head of the Federal Antimonopoly Service (FAS Russia) Igor Artemyev made a presentation in “Antimonopoly Regulation in Russia in the Modern Period: Our Strategy – the Best World Practices”.

Igor Artemyev informed the Committee members about further development of the state policy in Russia. For instance, in 2012 the Government Competition Commission was formed*, the “Road Map” for “Developing Competition and Improving the Antimonopoly Policy” was adopted**, and on 28th February 2013 the annual extended session of FAS Collegium approved a long-term FAS Development Strategy out to 2024, aimed at increasing enforcement efficiency based on the best world practices.

Igor Artemyev also discussed new instruments that have proved efficient and that enable to considerably decrease the burden on both Courts of Law and FAS Russia: the system of warnings and cautions. According to the statistical data for 2012 on employment of the statutory mechanisms of warnings and cautions, 3/4 of the issued warnings are executed on schedule.

This session of the Committee is one of the concluding sessions where its members discussed a preliminary decision on conformity of Russia’s competition policy and law to the OECD standards in this field.

* The Government Competition Commission is led by Igor Shuvalov, the Commission Chairman, First Deputy Chairman of the Government of the Russian Federation; Deputy Chairman of the Commission is the Head of FAS Igor Artemyev. Commission members include ministers, the heads of government agencies, the heads of regions, representatives of business-community.

The Commission powers are to:

• Coordinate activities of the authorities;

• Cooperate with representatives of the entrepreneurial community;

• Devise proposals on implementing the national competition policy.

** the “Road Map” for “Developing Competition and Improving the Antimonopoly Policy” was approved by No. 2579-r decree of the Government of the Russian Federation of 28th December 2012. It provides for system-wise measures on developing competition; includes a list of measures for developing competition in certain industries (medicines, medical services, air transportation, communications services, pre-school education, oil products).
