OREANDA-NEWS. March 22, 2013. According to the data of the State Statistics Service wage arrears in Ukraine over the last three years has decreased by 60.7%. However, even these indisputable facts, unfortunately, some are trying to refract, manipulating the minds of the citizens, and misleading them.

In particular, recently opposition made a statement that in January of 2013 year the Government increased wage arrears in Ukraine by 15%, in the first place to public sector employees, and the relevant ministry ignores this problem.

It should be noted that while such statements, focus on emotional perception of the audience, there is a conscious substitution of the terms "public sector" and "state-owned enterprises." After all public sector employees, that is, teachers, doctors, other categories of state employees, have no wage arrears. With regard to public enterprises, then, unfortunately, this long-standing problem has not yet been fully overcome – there are wage arrears, mostly on the inactive companies. Overall, however, at the state-owned enterprises in January 2013, wage arrears continued to decline and fell to 8 million UAH. But they do not say about this.

They also not to say about that reduction of wage arrears for the last three year was based on constant wage increase. So, if in 2009 year wage increase rate compared to previous year was 90.8% then in 2010 year – 110.2%, in 2011 year – 108.7%, 2012 year – 114.4%.

It is not difficult to calculate that the percentage of debt in relation to the salary fund has declined. So, in 2009, salary fund was UAH 289 billion and wage arrears amounted to 0.5% of that figure. In 2012, salary fund was more than UAH 434 billion that is the total debt was 0.2% and the arrears of wages of public enterprises - (UAH 143 million), 0.03% of salary fund.

State Service of Statistics reported about an increase on February 1 this year of wage arrears to UAH 1005.1 million detailed: it was due to utility enterprises, bankrupt companies and inactive companies. Most debt – UAH 415 million - falls on a bankrupt enterprise.

The problem with the payment of salary arrears is under the permanent control of the Cabinet of Ministers. In 2008, wage arrears amounted to UAH 1188.7 million in 2009 it rose to UAH 1473.3 million. And since 2010, when the government was headed by Mykola Azarov, it figure started to systematically decrease - from 1218.1 million UAH (2010) to 977.4 million UAH in 2011, in 2012 it amounted to 893.7 million UAH. However, these statistics remains "unnoticed" by those who criticize the Government. So they based on social themes and manipulating public opinion just they earn dividends instead to work to improve the lives of citizens.
