OREANDA-NEWS. April 03, 2013. A delegation of the Federal Antimonopoly Service (FAS Russia) comprising the Head of the Office of the Federal Antimonopoly Service in St Petersburg (St Petersburg OFAS Russia), Vadim Vladimirov, and the Head of a Department of the Office of the Federal Antimonopoly Service in the Moscow Region (Moscow OFAS Russia), Denis Stukanov, took part in a workshop on “Restrictive discriminatory practice: imposed sales, price discrimination and loyalty discounts”.

The workshop was organized by OECD-Hungary Competition Centre in Budapest on 19 - 21 March 2013.

OECD experts on competition gave a series of presentations reflecting economic approaches to investigating restrictive and discriminatory practices (imposing conditions, loyalty discounts and price discrimination), general approaches of competition authorities to consideration of standard cases. Then workshop participants gave specific practical examples of case investigations.

In particular, FAS delegation gave an example of an antimonopoly case against “Sheremetyevo” International Airport” OJSC and informed participants about best legal and enforcement practices of Russia’s competition authority.

“Active participation of FAS representatives in the events of the Regional Competition Centre enables to share Russian antimonopoly enforcement practice with the colleagues from other competition authorities and learn about foreign experience in this field”, commented the Head of Leningrad OFAS Russia, Vadim Vladimirov.

The Regional Competition Centre is a partnership project of OECD and Hungary’s competition authority enabling development of competition policy and enforcement in the Central and Eastern Europe.

For instance, the workshop was attended by representatives of competition authorities of Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Kazakhstan, Kosovo, Kirgizia, Macedonia, Moldova, Montenegro, Romani, the Russian Federation, Serbia and Ukraine.
