OREANDA-NEWS. April 04, 2013. One of the most efficient instruments of debureaucratization appears creating of Centers of rendering administrative services according to the Single Window principle.

“The target model is standardized services. They must be maximally provided for through the centers of rendering administrative services,” a Vice Prime Minister of Ukraine Olexandr Vilkul told.

In such a case, while receiving services the citizens and business representatives contact only with administrators to whom they submit necessary documents. At the same time, the administrators control terms of rendering services by the back-office, which is composed of representatives of permit issuing authorities. In Ukraine there was created more than one hundred centers according to the Single Window principle.

In whole 681 permission centers function in Ukraine.

“Control of work of administrative services centres in the on-line regime appears very effective. We have examples of regions where such a principle is realized. Owing to this fact already 90% permits are issued pre-term. And the percentage of violation of terms or refusal is reduced to zero almost,” Olexandr Vilkul told in his statement during a sitting of the Economic Reforms Committee titled “The direction of improvement of investment climate – the view from inside a region: problems and ways of improvement” which was held under chairmanship of the President of Ukraine Viktor Yanukovych.
