OREANDA-NEWS. April 05, 2013. Over recent years the number of inspections has been decreased, but business still considers them significant obstacle. Therefore, each inspection without legal grounds should be treated as an emergency and its initiators have to be severely punished. The Prime Minister of Ukraine Mykola Azarov said this at a meeting of the Cabinet of Ministers of Ukraine.

Over recent years, Ukraine has made in terms of deregulation, more than in the previous decade: the procedure for opening and closing a business was simplified; permits are reduced, risk-based system of state control introduced. However, the system does not work completely as it was intended. Certainly, the number of inspections has decreased, but the business still considers them significant obstacle.

"I demand that these "inventors" of inspections were immediately and essentially punished. Each each inspection without legal grounds - it is an emergency. Only in this way it should be seen," Mykola Azarov said.

At the same time he stressed that, in general, each inspection should be administered by the solution of the first head of the supervisory authority. And he would be personally responsible for its validity and implications.

According to Mykola Azarov, in particular this applies to the Ministry of Incomes and Fees.

This ministry should not be a generator of checks but the generator of mutual trust and economic incentives for good business operation," the head of the Government said.
