OREANDA-NEWS. April 08, 2013. The Eurasian Economic Commission organized an international research-to-practice conference in Almaty, the Republic of Kazakhstan, to discuss the draft Model Competition Law. The conference was addressed by Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov.

Representatives of antimonopoly authorities, business communities, academia and integration associations of the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation took part in the Conference.

The purpose of the Conference was to discuss draft Model Competition Law with the public due to its special importance since the Law is primarily aimed at approximation and harmonization of legal regulation of economic relations in the field of competition policy.

Addressing the conference, Andrey Tsyganov highlighted practical issues of cooperation between antimonopoly authorities that should be incorporated in the draft Model Law.

Special attention was paid to the problems of exchanging confidential cooperation in the course of investigating antimonopoly cases as well as cross-border mergers and acquisitions.

“Currently there are four antimonopoly bodies within the Common Economic Space – three national bodies and the Eurasian Economic Commission, each having its own rights scope of powers and work experience. Effective competition protection on the common market is possible only under the conditions of intensive and detailed coordination of the actions of regulators”, commented Deputy Head of FAS Andrey Tsyganov.
