OREANDA-NEWS. April 15, 2013. The Commission of the Federal Antimonopoly Service (FAS Russia) found that the Property Management Committee of the Authority of Volokolamsk Municipal District of the Moscow Region (the Authority) and the Head of Volokolamsk Municipal District violated Part 1 Article 15 of the Federal Law “On Protection of Competition”, in preliminary approval of granting a land plot for construction.

The case was initiated upon a petition of a physical person, according to which the Authority had published information in a local newspaper about expected lease of a land plot for constructing a store. The Authority failed to give a reasonable deadline to the interested persons to react to the published information.

The FAS Commission established that such actions had deprived the interested persons of a possibility to claim the land plot, which could have prevented their entry to the market and, as a consequence, could have restricted competition.
