OREANDA-NEWS. April 17, 2013. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Anatoly Golomolzin and the President of the National Transport Association of Russia Georgy Davydov published a book “The Rail Freight Market – the Stage of Establishing Commercial Market Infrastructure”.

The book analyzes the concept of market infrastructure and specifics of commercial infrastructure of rail freight transportation. The authors look into the preconditions and experience of establishing commercial infrastructure of the wholesale market of electric power and capacity and propose the main institutions of such commercial infrastructure.

They formulated the criteria of market segmentation; in particular, for a segment of regular freight traffic where standardized services may be rendered in the form specified by the Law “On Organized Competitive Tendering". Anatoly Golomolzin and Georgy Davydov reviewed the forms of organized competitive tendering for non-standardized freight services. The book formulates the main provisions of the Program for establishing commercial infrastructure of the rail freight market in the Russian Federation.

“With commercial infrastructure we obtain an effective mechanism of co-regulation, a mechanism for protecting and developing competition on the emerging rail transport markets”, emphasized Anatoly Golomolzin. “Without commercial infrastructure it is not possible to put into force the potential for developing market relations on rail transport”.
