The discounted airfare from UTair Aviation is part of the airline's response to the Russian government’s regional transportation development program for2013, a cooperative effort between the government and air transport organizations to guarantee the availability of domestic flights within the country's North-West, Siberian, Ural and Far East Federal districts.
